Jennifer Edwards will set the context for the day's discussion by describing the types of products encompassed by the phrase "consumer-directed health care." The presenters will give participants a sense of how widespread use of consumer-driven health plans is, including the variety of products on the market and employers' perceptions of and openness to these plans. Rosenthal's presentation will describe the enrollment in and features of these plans. Gabel will describe what employers think about consumer-driven health care and how likely they are to begin offering such benefits to employees. Chizek and Hayes will describe their decision process on offering consumer-driven health plans. The remaining time will be available for questions from audience participants.

The presenters will describe the experience of employers in offering a consumer-driven health product in terms of which employees choose consumer-driven health. Feldman will highlight data on the health status and plan selection of employees of six large employers offering Definity. Tollen will illustrate Humana's experience in offering a consumer-driven health product to its employees. Specifically, they will discuss the demographic and risk profiles for those enrolled in the consumer-directed health plan and those enrolled in more traditional insurance products. Bandeian and Jayne will describe risk selection from their health plans' perspectives. The remaining time will be available for questions.

This session will highlight employees' experience with consumer-driven products, including the rationale for their choice, their satisfaction with the choice, and how they were able to navigate the plan. Fowles will describe the experience of Humana's employees when the insurer introduced a set of consumer-driven health options for their own employees. Christianson will summarize consumer survey data about their experience of the University of Minnesota's employees, including the aspects of the consumer-driven plan they like, those they do not, and whether the plan met their expectations. Hibbard and Lansky will describe consumers' experiences as they work within a consumer-driven health plan from their perspectives, including the use of decision support tools and how consumer-driven health plans can help employees become more empowered consumers of health care. This session will highlight the experience of employers and employees with respect to utilization, spending, and costs. Parente will examine whether the patterns of service use and medical care costs change for enrollees in consumer-driven health plans after enrollment and will compare the costs and utilization between enrollees in the consumer-driven health plan and more traditional insurance plans. Bertko and Levin will share their perspectives on the effect of consumer-driven plans on utilization, spending, and costs.
