The Individual Insurance Market: A Building Block for Health Care Reform?

This synthesis focuses on a group of projects exploring various aspects of the individual insurance market funded by the Robert Wood Johnson Foundation’s Changes in Health Care Financing and Organization (HCFO) initiative throughout the past decade. These projects vary broadly in scope and method. They cover a wide array of topics, including studies of the participants in and dynamics of the individual market, evaluations of state attempts to stabilize the individual market, early experience with a health insurance tax credit, and lessons that might be learned from Association Health Plans (AHPs), which have many similarities to the individual insurance market.
