Does Medicaid managed care market penetration affect provider participation, costs, utilization, and access? Bradley Herring, Ph.D., at the Johns Hopkins Bloomberg School of Public Health, and Kathleen Adams, Ph.D., at Emory University’s Rollins School of Public Health, constructed market-level measures of Medicaid managed care market penetration to examine its impact on provider participation, costs, utilization, and access over time. They found no significant effect between Medicaid managed care penetration rates and costs, but a significant and positive effect between commercial Medicaid managed care plan penetration and physician participation in Medicaid managed care.
