Enhancing Access to Obstetrical Care: An Evaluation of A Change in Medicaid Payment Policy

Will a substantial increase in Medicaid reimbursement for deliveries result in increased physician participation and increased access for low-income women? This project evaluated the impact of a policy change in Maryland which tripled Medicaid reimbursement for routine deliveries. The study was intended to provide policymakers with information about the cost benefit trade-offs involved in raising Medicaid OB/GYN fees.
