How you apply for a grant depends on the amount of money you are requesting and how long you think it will take to complete your project.

  • If your project would require more than $100,000 and/or would take longer than 12 months to complete, you should apply for a large grant and must submit a brief proposal. Follow these large grant application instructions.
  • If you are requesting $100,000 or less and expect your project to last 12 months or less, you can 1) submit a brief proposal and follow the instructions for large grants, or 2) you may submit a small grant full proposal. Follow these small grant application instructions.

Proposals in either track will be evaluated based on:

  • Policy significance of the health care financing or organization strategy or issue being assessed or tested and the implications for cost, access, and quality
  • Uniqueness of the project and timeliness for policy or practice
  • Quality and availability of data to be used and the strength of the proposed methodology
  • Experience and qualifications of the project team
  • Feasibility of achieving project objectives within estimated schedule and budget
  • Other criteria that may be specific to individual proposals
